A hotel that offers courtesy shuttle service to and from Reagan National Airport or Dulles International Airport shall apply for a hotel courtesy shuttle permit; if that hotel also offers parking options to patrons that they then shuttle to the Airport, they shall also apply for a supplemental parking permit.
All Transportation Network Companies authorized to operate as such by the Commonwealth of Virginia must be issued a permit to operate at Reagan National Airport and Dulles International Airport separately.
A company offering transportation services whose business model involves transporting multiple parties to multiple locations in one vehicle at one time shall apply for a multi-party permit to operate at Ronald Reagan Washington National Airport and Washington Dulles International Airport.
Effective January 15, 2016, the Metropolitan Washington Airports Authority will not allow “parking” of an Airport Taxicab Operator’s Permit for any reason. Effective that date, Permits will expire on the date stamped on the permit, although there will be a 30 day grace period in which a permit can be renewed without submitting to the geography test.
New Limousine Permit Requirements at Reagan and Dulles

Effective November 1, 2015, all Limousine operators providing Limousine Services at Ronald Reagan Washington National Airport or Washington Dulles International Airport must be authorized by a Limousine Service Permit.
