25¢ Increase at Main Toll Plaza and On/Off Ramps

Effective January 1, 2013, the toll rate on the Dulles Toll Road will increase by 25 cents at the Main Toll Plaza to $1.75. Toll rates on the on/off ramps will increase by 25 cents to $1.

The toll increases are necessary for the Airports Authority to fulfill its commitment to operate and maintain the Dulles Toll Road and to construct the Dulles Corridor Metrorail Project. That commitment is contained in agreements with the Commonwealth of Virginia and local governments in Northern Virginia, and is based in substantial part on the parties’ agreement that funding for the Metrorail Project is to come from Dulles Toll Road revenues, as well as contributions by the federal government, the Commonwealth, Fairfax and Loudoun Counties, and the Airports Authority.

two-year schedule for new toll rates was approved by the Metropolitan Washington Airports Authority Board of Directors in November after conducting a series of public hearings. The original proposal included a third year of toll increases, but the Board opted to defer its decision while an application for low-interest government loans is considered.

Under its agreement with the Commonwealth of Virginia, the Airports Authority assumed the responsibility to operate and maintain the Dulles Toll Road for a 50-year period beginning in November 2008.

The Metropolitan Washington Airports Authority was established in 1987 by the governments of Virginia and the District of Columbia to manage and operate Washington’s Ronald Reagan National and Dulles International airports, which together serve more than 40 million passengers a year. The Airports Authority also operates and maintains the Dulles Airport Access Road and the Dulles Toll Road and manages construction of the Silver Line project, a 23-mile extension of the Washington region’s Metrorail system into Loudoun County, Va. No taxpayer money is used to operate the toll road, which is funded by toll revenues, or the airports, which are funded through aircraft landing fees, rents and revenues from concessions. The Silver Line construction is funded by a combination of toll-road revenues, airport contributions and federal, state and local government appropriations. The Airports Authority is led by a 17- member board of directors appointed by the governors of Virginia, Maryland, the Mayor of Washington, D.C., and the president of the United States.
