Summary:

The Contractor shall operate and manage a Fixed Base Operator (FBO) concession at Washington Dulles International Airport. The FBO concession is based primarily in the General Aviation Terminal, offices, hangars and landside and aircraft parking located on the Airport at 23950 Wind Sock Drive.

LDBE
Requirement:

This Concession Contract which results from this RFP will have a 25% Local Disadvantaged Business Enterprise (LDBE) participation requirement for the design and construction of capital improvements required to be undertaken during the operating period of the contract. Additionally, there is a 20% LDBE participation requirement on goods and services contracts/subcontracts or purchases (excluding aviation fuel) related to the operations of the FBO.

Firms located within a 100-mile radius and whose 3 year average gross receipts, including all affiliates, do not exceed the applicable LDBE size standards are eligible for consideration.
