Board of Directors Biographical Information

The Honorable H.R. Crawford is the current Chairman of the Authority. He is the President of Crawford Edgewood Managers, Inc., a real estate firm that develops and manages residential properties throughout the District of Columbia. Mr. Crawford served as an Assistant Secretary of Housing and Urban Development (1973-1976), President and Chairman of the Greater Washington Council of Governments (1977-1979), and a member of the Council of the District of Columbia representing Ward 7 (1980-1992). He is active in the Federal City Council, Access Housing Inc. (housing for veterans), Gilda's Club Greater Washington and the national Alzheimer's Association. Mr. Crawford is an appointee of the Mayor of the District of Columbia.

Mame Reiley is the Immediate Past Chairman of the Authority, and Chairman of the Board’s Dulles Corridor Committee. She is President of The Reiley Group, a consulting, fundraising and events communication firm in Alexandria, Virginia. She served as a senior advisor to Virginia Governor Tim Kaine and former Governor Mark Warner. Ms. Reiley was the Senior Political Advisor for Governor Warner and the Director of his OneVirginia PAC. Over the years, Ms. Reiley has served as the director of PGI/Washington, Inc, an events and communications agency, as Chief of Staff to Congressman James Moran (D-VA), and as a senior staff member of the House Committee on Appropriations. She was elected to the Democratic National Committee from Virginia in 1992 and is currently the Chair of the Women's Caucus of the DNC. She also serves on the DNC’s Executive Committee, as well as its Rules and Bylaws Committee, and is a member of the Economic Club of Washington and the Federal City Council Executive Committee. Ms. Reiley is an appointee of the Governor of Virginia.

Charles D. Snelling, Vice-Chairman of the Authority, and Chairman of the Board’s Audit Committee, is an inventor, the holder of 20 patents, a venture capitalist, a real estate developer and an independent businessman. He has founded a number of businesses, most of them in the high-tech area. He currently serves on the boards of Cedar Crest College, the Athenaeum of Philadelphia, the Pennsylvania Society and the National Museum of Industrial History, and is a member of the Republican State Committee of Pennsylvania. He has served on many other boards, including the Allentown City Council, the Allentown Art Museum, the Lehigh Valley Hospital, the Lehigh Valley International Airport, and the Lehigh Valley United Way. Mr. Snelling is an appointee of the President of the United States.

Robert Clarke Brown, Chairman of the Finance Committee, is the Treasurer of Case Western Reserve University. Previously, he held positions as capital markets advisor at the U.S. Department of Transportation and as a senior investment banker in public finance at Key Capital Markets and at Lehman Brothers. Earlier in his career he served as the State of Ohio's Assistant Director of Transportation and as counsel to two Congressional investigating committees. Mr. Brown is an appointee of the President of the United States.

The Honorable William W. Cobey Jr., Chairman of the Strategic Development Committee, was a Member of Congress from the Fourth District of North Carolina in the 99th Congress (1985-1987). He then served in North Carolina as Deputy Secretary of the Department of Transportation, as Secretary of the Department of Environment, Health and Natural Resources, as City Manager of Morrisville, and two terms as Chairman of the North Carolina Republican Party. Mr. Cobey is an appointee of the President of the United States.

Frank M. Conner III is a partner with DLA Piper, a global legal services firm with more than 3,700 lawyers located in 29 countries and 67 offices throughout Asia, Europe, the Middle East, and the U.S. He serves as Managing Partner of the firm’s Washington, D.C. office and on the Executive and Policy Committees of the firm. Mr. Conner has extensive experience advising clients on mergers and acquisitions, corporate finance matters, and related strategic transactions, including advising boards of directors on corporate governance concerns. He is listed in The Best Lawyers in America in the areas of banking law, corporate law, and mergers and acquisitions law. Mr. Conner also serves on the Boards of Directors of Ford’s Theatre, the DC Campaign to Prevent Teen Pregnancy, the Lawyers’ Committee for Civil Rights Under Law, and the Legal Aid Society of the District of Columbia. He previously served as Chairman of the Board of the Virginia College Savings Plan. Mr. Conner is an appointee of the Governor of Virginia.

Mamadi Diané is the President/Chief Executive Officer and founder of AMEX International. He is active in the planning, promotion, development and management of several business enterprises in the U.S., Europe and Africa, as well as worldwide import and export trade of agricultural and manufactured goods. He currently serves on the boards of a number of international finance, insurance and export/import companies. Mr. Diané is an appointee of the Mayor of the District of Columbia.

Michael David Epstein, Chairman of the Planning and Construction Committee, is the Managing Director of Willow Asset Management LLC. He is also a partner in BECO Management, which owns over 3 million square feet of commercial and medical buildings in Northern Virginia, suburban Maryland and the Baltimore area. He was recently appointed to the United States Holocaust Memorial Council, which is the governing body of the United States Holocaust Memorial Museum, by President Bush. He has served on the Maryland Economic Development Commission, and now chairs both the National Gaucher Foundation and the Prime Minister’s Club of Israel Bonds, Washington Region. Mr. Epstein is an appointee of the Governor of Maryland.

Jack Andrew Garson, member of the Finance, Legal, Planning and Construction, and Strategic Development Committees, is the founder of Garson Claxton LLC, a Bethesda, MD law firm. Mr. Garson heads the firm’s business and real estate practice groups. He is a legal advisor for numerous local, regional and national companies. Mr. Garson serves as a strategic advisor and negotiator for many clients, providing guidance on issues such as the growth and sale of businesses, liability and risk reduction, and the resolution of complex commercial disputes. Mr. Garson also serves on the Maryland Comptroller’s CEO-level Business Council and the Montgomery County, Maryland Executive’s Economic Advisory Council. Mr. Garson will provide input on the County’s economic development strategies and policies. Mr. Garson is an appointee of the Governor of Maryland.

Leonard Manning, Chairman of the Business Administration Committee, is the Chairman and CEO of Lottery Technology Enterprises, a joint venture that has operated the on-line lottery for the District of Columbia since 1983. He is also Founder and President of New Tech Games, Inc., a company that provides a range of gaming-related services to states and contractors operating lottery systems and bingo games. Mr. Manning is a Board Member of the Fort Washington Hospital and Carolyn Boone Lewis Nursing Home. He has served on the D.C. Convention Center Board, the D.C. Bicentennial Commission, the Greater Southeast Community Hospital Foundation, Washington Urban League, DC Chapter of the NAACP and the D.C. Recreation Wish List Committee. Mr. Manning is an appointee of the Mayor of the District of Columbia.

Dennis L. Martire is the Vice President and Mid-Atlantic Regional Manager of the Laborers’ International Union of North America. His career with the Laborers began in April 1990 as an International Representative for the LIUNA Jurisdictional Disputes Department. Subsequently, Mr. Martire became Assistant Director and then Director of the Laborers’ Construction Department. In March 2000, he became Assistant Regional Manager of the Mid-Atlantic Region and was elected Vice President and Regional Manager just two years later. He also serves on many boards and committees including: Pennsylvania Workforce Investment Board; Service Contract and Education and Training Trust Fund; and Trustee to the National Heavy and Highway Alliance. Mr. Martire is also Chairman of the Mid-Atlantic Laborers’ Employers Cooperation and Education Trust; Chairman of the Mid-Atlantic Regional Organizing Coalition; and Vice President of the Dulles Area Transit Association. Mr. Martire is an appointee of the Governor of Virginia.

Michael L. O’Reilly, Chairman of the Legal Committee, is the principal in The O'Reilly Law Firm. He has served as Mayor of Herndon (2004-2006), on the Herndon Town Council (2000-2004), and as Chair of the Town's Architectural Review Board and its Heritage Preservation Review Board (1991-1995). In addition, as a representative of Herndon, he was a member of the Northern Virginia Regional Partnership, the Virginia Municipal League’s Transportation Steering Committee and its Transportation Policy Committee, and the Dulles Corridor Rail Association Advisory Board. Mr. O’Reilly is an appointee of the Governor of Virginia.

David G. Speck is a Managing Director for Investments at Wells Fargo Advisors in Alexandria, Virginia. He has served as a member of the Alexandria City Council and the Virginia House of Delegates. Mr. Speck is an appointee of the Governor of Virginia.
